Approximately 5 years ago Microsoft started rolling out test builds to the Windows Insiders in the Fast Ring, and those test builds were then rolled out to Slow Ring and Release Preview Ring. Now they are transitioning and converting the current Windows Insiders ring model, based on the frequency of builds, to a new channel model. Last year, Microsoft added a new feature to Windows 10 that encourages users to configure the system services 'powered by a Microsoft account' with a full-screen notification prompt when the system boots for the first time after an upgrade or fresh installation.

Active hours let Windows know when you are typically at your PC. This info is used to let Windows 10 schedule updates and restarts when you are not using the PC. The main idea behind the feature is to make the operating system updates less annoying by preventing automatic restarts.
